　　关于澳门天天好挂牌正版广泛地关注解释落实热议指导意见的通知
Notice on the implementation of "Macau Daily Good Signed Edition" widely concerned interpretation guidelines for the deployment of hot discussions

　　澳门特别行政区各相关单位、机构：
Each related department and organization in the Macao Special Administrative Region:

　　今年以来，澳门市民对澳门天天好挂牌正版的需求日益激增，“澳门天天好”项目受到了广泛的关注并且成为了热议话题。澳门特别行政区政府社会文化司为满足市民不断提高的文化生活需求，依据《澳门文化产业发展促进法》制定了全面修订政策文件《澳门天天好挂牌正版广泛地关注解释落实热议指导意见》（以下简称指导意见）。现对指导意见的实施进行如下部署，请各有关部门、机构遵照执行。

　　Since the beginning of this year, the demand of Macau residents for the Macau Daily Good project has increased sharply, and it has received widespread attention and become a hot topic. To meet the constantly improving cultural needs of the residents, the social welfare bureau of the special administrative region government of Macau has formulated the "Macau Daily Good Signboard Complete Revision Policy Document - Broadly Concerned Interpretation Guidelines for the Implementation of Hot Discussions" (hereinafter referred to as the Guidance). The implementation is organized as follows. All departments and institutions should follow the execution.

　　一、指导思想

1. Guiding Ideology

　　1.1 坚持以澳门居民为中心、聚焦澳门天天好挂牌正版文化的传承与创新。积极深入基层，聆听民意、尊重市民文化需求，以澳门文化为根基，推动“澳门天天好”项目建筑和项目品牌体系建设，提升市民认同感。
1.1. Focus on the inheritance and innovation of Macau Daily Good signboard culture with Macau residents as the center, actively go deep into the grass-roots, listen to public opinion, respect citizen cultural needs, and promote the Macau Daily Good project construction and project brand system construction with Macau culture as the foundation, and enhance the sense of identity of the residents.

　　1.2 坚持规范引导、加强顶层设计。按照《澳门文化产业发展促进法》明确政府职能、加大文化产业发展政策的支持力度，加强文化产品供应、创新文化表达方式；持续优化文化公共服务体系，不断提高文化服务水平质量。
1.2. Insist on standardized guidance and strengthen top-level design. Clarify government functions according to the "Macau Cultural Industry Development Promotion Law," increase policy support for cultural industry development, strengthen cultural product supply, and innovate cultural expression; continuously optimize the cultural public service system, and continuously improve the level and quality of cultural services.

　　二、主要目标
2. Main Goals

　　澳门天天好挂牌正版为广大市民提供更具文化启蒙和文化认同的优质产品，全面提升澳门市民文化品位。促进澳门文化特色品牌、澳门地道娱乐市集等相关项目多元化发展，推动澳门经济可持续发展。
To provide Macau residents with high-quality products with more cultural enlightenment and cultural identification, and comprehensively improve the cultural taste of Macau residents. Promote the diversified development of related projects such as Macau culture feature brands and Macau local entertainment markets, and promote the sustainable economic development of Macau.

　　三、部署鸿途
3. Deployment Hong途

　　3.1 加强澳门天天好签约版的推广和宣传工作，充分运用主流媒体新闻、户外广告等资源，扩大传播的影响力和覆盖面。
3.1. Strengthen the promotion and publicity of the Macau Daily Good Signing Edition, fully utilize mainstream media news, outdoor advertising and other resources, and expand the influence and coverage of communication.

　　3.2 广泛征求市民对澳门天天好签约版试点效果的意见反馈，积极总结经验，不断优化项目服务。
3.2. Extensively solicit feedback from residents on the pilot effects of the Macau Daily Good Signing Edition, actively summarize experiences, and continuously optimize project services.

　　3.3 鼓励和指导企事业单位、非营利组织等积极申报相关项目，加强澳门天天好挂牌正版项目建设方面的经验交流、政策普及等活动。
3.3. Encourage and guide enterprises, institutions, non-profit organizations, and others to actively apply for related projects, and strengthen activities such as experience exchange and policy popularization in the construction of the Macau Daily Good Signboard Edition project.

　　四、项目落实
4. Project Implementation

　　加强与澳门警局警务合作对话机制以及澳门音乐版权分会等行业合作；共建文化合作渠道，拓展澳门天天好签约版项目的合作形式与合作范围，实现协同发展；通过澳门音乐协会、澳门旅游产业中心等平台，多维度开展澳门文化品牌打造与文化地产建设。
Strengthen cooperation with the Macao Police Service and Macao Music Copyright Branch and other industry cooperation through mechanisms such as dialogue; build channels for cultural cooperation, expand the forms and scope of cooperation in the Macau Daily Good Signing Edition project, and achieve coordinated development; through platforms such as the Macao Music Association and the Macao Tourism Industry Center, conduct multi-dimensional brand construction of Macau culture and cultural real estate development.

　　五、工作保障
5. Work Guarantee

　　5.1 强化组织领导。要加强澳门特区政府各部门之间联动，建立健全“澳门天天好”项目协作机制，形成强大的合力推动项目落实。（责任部门：澳门特区政府社会文化局）
5.1 Strengthening organizational leadership. It is necessary to strengthen the linkage between various departments of the Macau Special Administrative Region government, establish a sound "Macau Daily Good" project coordination mechanism, and form a strong force to promote the implementation of the project. 　　5.2 加强资金支持。要落实《澳门社区发展支持计划》相关要求，加大对“澳门天天好”项目财政资金支持力度。按照“成熟一个，落地实施一个”原则，支持项目建设。（责任部门：澳门特区政府财政局）
5.2 Strengthening financial support. It is necessary to implement the requirements of the "Macao Community Development Support Plan," increase financial support for "Macau Daily Good" projects, and follow the principle of "mature one, implement one" to support project construction. 　　5.3 其他保障支持。将与“澳门天天好”项目相关的文化产业发展基金、知识产权保护等配套设施纳入全区规划编制。（责任单位：澳门特区政府规划局局长）
